Pipe Mill Site Representative / Senior Inspector (m/f) in Japan

  • Act site representative at the pipe mill, monitoring work progress , quality, HSE, testing, non conformances, weekly reporting of all mill activities related to the orders.
  • Report to Linepipe Task Force Team Leader, to be kept advised of all progress and issues.
  • Liaise with the NDT Specialist and if required Coating Specialist.
  • Manage other site inspectors.
  • Travel as required to sub suppliers eg plate manufacturer and Induction Bend facility.
  • Witness and monitor suppliers / contractors work activities, inspection and test in accordance with the approved Quality Plan, ITP, Quality Procedures and etc.
  • Verify welding procedures are correct and monitor welding consumables condition.
  • Ensure all NDT is undertaken per specification requirements.
  • Verify that the sour service testing complies to specification requirements .
  • Review original material certificate for compliances to codes and specifications.
  • Verify all inspection reports and endorse these.
  • Sign off release notes for pipe ex mill.
  • Promote quality awareness, emphasizing excellence, continuous improvement and corrective action to influence the overall success of company business.
  • Ensure suppliers /contractors use relevant, up to date codes, standards, specifications and drawings.
  • Ensure contractor inspection complies to the approved Contractor procedures e.g. NDT , visual, dimensional etc .
  • Advise the Linepipe Task force Team Leader of any non conformances by the Contractor.
  • Support the Company personnel by performing additional tasks as directed and commensurate with his/her skills.
  • Comply with Company HSSE standards and reinforce the Company HSSE requirements to the colleges / Suppliers / Contractors.
  • Review original material certificate for compliances to codes and specifications.
  • Sign off release notes for pipe ex mill.
  • Verify that equipment is preserved per the supplier's recommendation and the approved preservation procedures. e.g. end caps , marking etc

If the position moves to the installation phase include the following duties :

  • Assist review of EPCM's Quality Plan, Inspection & Test Plan (ITP) and Quality Procedures and all pertained QA/QC documentation prior to commencement of any fabrication / construction work.
  • Verify the implementation of PTW (permit to work) LOTO (lock-out and tag-out) and other safety procedures.
  • Conduct quality surveillance at other suppliers / contactors to promote company / Project's quality culture.
  • Ensure suppliers /contractors use relevant, up to date codes, standards, specifications and drawings.
  • Ensure contractor inspection complies to the approved Contractor procedures e.g. NDT , visual, dimensional etc .
  • Witness in-process inspections per ITP and Inspection Requests to ensure work proceeds in accordance to specifications, the approved drawings and procedures.
  • Advise the Company engineer of any non conformances by the Contractor.
  • Interface with the discipline engineers, construction engineers, and inspectors in a professional manner.
  • Comply with Company HSSE standards and reinforce the Company HSSE requirements to the colleges / Suppliers / Contractors.
  • Oversee inspection of mechanical equipment, piping, structure and welding activities conducted at construction sites. This may include witnessing of welding procedure qualification, NDT and mechanical testing.
  • Review NDT performed by the Contractor, UT , RT and MT to verify compliance with the approved NDT procedures. Review all reports and read all radiographs .
  • Ensure testing, measuring, welding, NDE equipment is fully calibrated per specification and has current certification.
  • Ensure storage and handling of welding consumables is per manufacturer's recommendations / specifications and has a certification.
  • Verify that equipment is preserved per the supplier's recommendation and the approved preservation procedures.
  • Witness / Participate material Receiving Inspection at construction site to identify damage or deficiency with Contractors.
  • Verify rogue and counterfeit items during inspection or surveillance and immediately report to Inspection Coordinator / Quality Manager if any.
  • Actively participate company Safety meeting and walk-down program.

Qualifications

· Certified Senior Welding Inspector either CSWIP or SCWI mandatory (alternative equivalents may be considered). Degree or associate degree in a related discipline preferred e.g. mechanical or materials.

Knowledge and/or Experience

  • 10+ years experience relevant experience as a mechanical / welding / NDT inspector in line pipe manufacture, process plant fabrication and pipeline installation, onshore and offshore .
  • Considerable previous experience in SAWL pipe mills.
  • Experience as a site representative.
  • Certification in NDE UT, RT, MT etc. Certification for radiograph interpretation essential.
  • Good knowledge of Induction Bending of linepipe.
  • Good knowledge of coating systems e.g. FBE , CWC and field joint coating .
  • Able to perform, comply, audit and make assessments of Safety Management System (Advance Safety Auditing, Behaviour Safety System, JSA's, act) and have competency in safety procedures.
  • Detailed knowledge of health and safety systems e.g. Job Hazard Analysis, permit to work , safety auditing.
  • Detailed knowledge and experience in auditing quality control systems in pipemills , fabrication shops and yards, onshore and offshore facilities.
  • Have detailed knowledge of industrial codes and standards (DNVGL, AWS, ASTM, ASME, API, ISO, NEC, NACE etc.)
  • Able to read and understand Drawings.
  • Able to issue and follow up Non Conformity Report.
  • Able to review and comment on EPC's Quality Plan, ITP and Quality Procedure in Welding, NDT anfd fabrication.
  • Have knowledge of DNVGL, ISO and API Q1 quality audit program and able to participate / perform/lead Quality Audit
  • Able to provide oversight, mentorship and supervision of the inspectors
  • Able to understand the commonly used standards, codes, and industry practices within a particular discipline

· Significant experience in working with FEED/EPC Contractors and interfacing with specialized service suppliers (e.g. HDD).

· Demonstrated ability and sensitivity to work with people from a variety of cultural backgrounds.

  • Able to interface with other disciplines at the various stages

A high level of proficiency in written and spoken English

  • Proficiency in MS Office, Excel and other relevant applications. Excellent communication / written skills and ability to work with different disciplines.
  • Able to write professional reports.

High awareness of safe working practices associated with design, construction, installation, pre-commissioning and commissioning of onshore pipelines and facilities.
