A staff position and a key member of the project delivery team, the Senior Commercial Manager will manage, provide leadership and be accountable for all commercial, contract procurement and contract administration functions for the projects to which he/she is assigned. Key expectations will be around the ability to identify and secure opportunities for profitability, and also mitigate commercial risk through tight management of the procurement and contract management processes.  Strong negotiation skills, commercial acumen, and experience in construction contracting are essential. 
Accountability:A member of the Project Leadership Team, accountable to the Project Director, ensuring that the Commercial needs for the Projects are being satisfied.
Authority:
  • Recommendations for hiring, transferring & terminating personnel on the Project
  • Working with the Director of Project Services on the assignment of commercial personnel to projects
  • Identify key commercial issues to Project and Operations Management in a timely manner to allow corrective action to be implemented
  • Negotiation of commercials with the supply chain

Supervision:Supervise and provide technical guidance to all Levels of commercial personnel on the project, comprising primarily multi-discipline quantity surveyors and contract administrators.
Key Duties and Responsibilities include:
  • Develop the Contracting Strategy and Source planning
  • Develop and vet the supply chain, ensuring competence and a commercial work with attitude in our delivery partners
  • Ensure that awards are made to competent contractors
  • Ensure that systems and personnel are in place and effective, and that all requirements of the construction team and the Client are being satisfied.
  • Implement robust change control procedures to maximise the commercial position of the company and minimise Non-Recoverable instructions to the supply chain
  • Roll out the change procedures and reinforce as necessary to make sure that our construction supervision team do not deviate from the contractual constraints pertaining to change control on the project.
  • Work closely with Cost Control and Project Controls teams on the project to ensure reporting is aligned.
  • Maintain staffing requirements for Commercial personnel on the project(s)
  • Attend and support Management and Client report out meetings
  • Perform personnel performance evaluations for staff on the project

  • Establish relationships with the leadership of our supply chain, but also be firm with regard to the commitments required of them.
  • Bring experience of the contracting environment into the Jacobs CM environment.
  • Meet commitments made to the operations, individually or as a team, to complete work by certain dates or within agreed effort hour or cost budgets
  • Continually look for ways to improve our work processes
  • Analyse outside commercial information for best practices
  • Be positive and respectful in your discussions with clients and Jacobs

Required: 
  • BSc or MSc in a recognised Industry field
  • Chartered Membership of Engineers Ireland, SCSI or equivalent is an advantage
  • This position requires extensive experience in a Project Services or related field. 

Technical Competencies:
  • Detailed knowledge of design, procurement, and construction/field service processes and their inherent cost and schedule performance risks
  • Detailed understanding of Jacobs EPCM project delivery process
Knowledgeable and proficient with computers and experienced with:
  • Spreadsheets, word processing and database software
  • Scheduling software
  • Risk Analysis (Monte Carlo) software
  • Commercial and/or proprietary Project Services systems
  • Knowledge of resource requirements and training required for all Project Services software
  • Detailed knowledge of preparation of Capital Estimates
  • Detailed knowledge of Bid Preparation, Bid Response and cost estimating for same.

Proficiency in Contract Management principles and methods including:
  • Contract Procurement

Skills:
  • Has a technical understanding of all the constituent functions - Cost, Estimating, Planning, Contracts. 
  • Has a technical understanding of the software systems and methods used within all of the constituent functions. 
  • Has a detailed understanding of the inter-relating disciplines and functions and their interaction with Project Services especially as it relates to Cost, Schedule and Estimating.
  • Capable of supervising and communicating with the Project Services team to ensure complete understanding and fulfilment of operations and project/program objectives
  • Capable of effectively communicating with all levels of project and operations management and with the client. Must identify potential problems and elevate these to the appropriate level(s) of management
  • Strong ability to identify efficiencies within work process, and to initiate and manage strategies including learning, mentoring/coaching, and attitudes & behaviours as required to achieve a performance excellence culture
  • Able to make clear and concise presentations to Jacobs and Client management
  • Good facilitator with excellent interpersonal, communication, planning and organizational skills
  • Excellent interpersonal skills and the ability to foster and grow positive relationships within the Project Services team, within the performance unit (PU), across Jacobs, and with our Clients and partners.
  • Proven ability to acquire and retain talent and to mentor and develop talent.
