Position Summary

Senior Manager level role reporting to the department manager of Cost Engineering. Accomplished results through lower-level subordinate supervisors or experience exempt employees. Directs subordinates based on general policies and management guidance. Work is reviewed on completion for adequacy in meeting objectives.

  • Interpret and execute policies that affect subordinate units
  • May lead a centralized function
  • Functions as unit advisor; involved in daily operations only to resolve complex problems or meet schedules
  • Frequent contacts with internal and external individuals at all management levels
  • Conduct briefings and participates in technical meetings related to specific operations
  • Provide technical direction over other department personnel in formulation and development of advanced concepts
  • Provide input to the development of the Project Controls Plan
  • Facilitate cost trending meetings
  • Facilitate cost portion of weekly project team meetings
  • Input or update budget information, expenditure information, and forecasts into the cost reporting system(s)
  • Assist in assigning personnel to each project
  • Perform personnel performance evaluations
  • Participates in and/or conducts proposal preparation, contract negotiation, contract administration and customer contact activities
  • Provides for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications
  • Examines estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness
  •  Prepares bids, processes specifications, progress, and other reports, advises management and project personnel of contractual rights and obligations
  • Implements contract modifications, data management and coordination with subcontractors
  • Reviews subcontractor bids for conformity to contract requirements
  • 12 years of experience is required
  • BS or MS in an engineering discipline or equivalent experience is preferred
  • Proficiency in design, procurement, and construction/field services processes and their inherent cost performance risks is required
  • Familiarity with the Operating Procedures for Project Controls is required
  • Knowledge and understanding of the scope of work for projects is required
  • Able to effectively communicate with project management, other project leads, and the client is required.
  • Exceptional planning and organizational skills is required
  • Previous contracts administration experience required
  • Basic understanding of Cost Accounting standards and contract regulations required
  • Excellent oral and written communication skills required
  • Computer literate with working knowledge of Microsoft Office products required
