Area Engineer - Direct Hire Contractor in Makati, Rizal, Philippines

Chevron Philippines Inc. (CPI) markets the Caltex brand, which is Chevron's customer facing brand in Asia Pacific and parts of the Middle East and Africa. Chevron Philippines operates a network of about 665 Caltex service stations/retail outlets across the Philippines. Chevron also provides for the fuel and lubricants needs of the commercial and industrial sectors. Fuel products such as Caltex with Techron and Caltex Diesel with Techron D as well as lubricants such as Havoline and Delo are also available at all Caltex service stations.

Chevron is accepting online applications for the position of   Area Engineer   located in Makati City, Philippines through   April 5, 2019   at 11:59 PM.

Responsibilities for this position may include but are not limited to:

Project Management and Stewardship

• Leads   development and execution of capital projects & maintenance programs for all proprietary terminals in the area in accordance to CPDEP, CSOC, MOC and PHA processes   in compliance with CVX, local regulatory and industry design and construction standards.

• Provides engineering expertise for project design and construction, cost estimates, maintenance programs, and works with Procurement to ensure appropriate resources are available and secured.

• Manages service providers and consultants, reviews service reports for effectiveness. Provides input regarding capital investments at JV sites as to appropriateness of design and cost.

• Reviews project execution and cash flow with Area Engineering Lead,   Leadership Team and Regional Engineering Support Coordinator.

Equipment Reliability, Contractor Stewardship and Process Implementation

• Oversees equipment reliability throughout proprietary/JVJO terminals in the Area to achieve safe, efficient and incident free terminal operations.

• Oversees implementation and execution of contractor performance and contractor safety management program by local terminal staff.

• Stewards maintenance/project contractors to ensure compliance to all legal and regulatory requirements and all applicable Corporate environmental, safety, health and commercial policies.

• Drives standardized processes, systems, metrices and improvement of environmental, safety and health performance.

• Oversees implementation and execution of Reliability, Maintenance and Inspection standards and processes in the Area, leveraging on technology to improve asset reliability and efficiency.

Planning

• Develops capital plans, annual capital & maintenance budgets with Area Engineer, Lead,   Terminal Managers and Operations Administrators consistent with stakeholder strategies and terminal strategic plans.

• Ensures Capital projects & Maintenance programs are sufficiently documented (including alternatives considered, costs and contingencies, etc) to facilitate accurate project Risk Ranking

• Develops long range capital plan for each site with project plans in compliance to regulatory and CVX Technical Codes and Standards.

Training & Development

• Proactively seeks continuous upgrade of individual technical competency.

• Leads to develop the engineering/maintenance competency of terminal operators.

• Participates in Engineering   Community of Practices, technical forums to share knowledge and experience, adopt Best Practices from the Regions and leads implementation in the terminals.

• Identifies and shares Lessons Learned and best practices with Regional and COE groups and across the Area for the good of the enterprise.

Compliance Assurance

• Leads in activities as a result of MOC that involves   changes in assets.

• Ensures engineering, technical drawings and reports and terminal facilities records   are updated and properly stored.

Required Qualifications:

  • Bachelor degree or above in disciplines of mechanical, electrical, chemical, marine, petroleum,     gas engineering or other relevant discipline  
  • Solid experience in managing engineering capital projects and maintenance activities in managerial position  
  • Minimum 5 years of direct experience in oil & gas terminal or its equivalent.  
  • Other professional membership and qualification in engineering, environment protection and safety is of advantage.  
  • Knowledge of applicable   local legislation and Code of Practice, local and international standards for oil terminal operations, particularly for licenses and permits.
  • Knowledge and ability to work as a team with colleagues in other countries and different culture.  
  • Self-starter and also capable of coordinating internal and external studies  
  • Sound presentation, communication, problem-solving and project management skills

Relocation Options:

Relocation will be considered within Chevron parameters.

International Considerations:
