Community Relations Manager in Preston, Lancashire, United Kingdom

Costain helps to improve peoples lives by deploying technology-based engineering solutions to meet urgent national needs across the UKs energy, water and transportation infrastructures.

The Preston Western Distributor Road is a new dual carriageway linking the M55 in the north to the A583 in the south.  The client Lancashire County Council (on behalf of the City Deal) is delivering the scheme to support the North West Preston strategic housing area accommodating over 5000 new houses. The new road also improves access to the strategic road network and the Enterprise Zone site at Warton and the Westinghouse Springfields site at Salwick.

The Preston Western Distributor is approximately 4.3km long with a new Junction 2 on the M55.  Other junctions along its length serve the new East West Link Road and the new Cottam Link Road, both part of the scheme.  The East West Link Road (3.4km) and Cottam Link Road (0.8km) are both single lane carriageways. The scheme will also provide the opportunity for enhanced pedestrian and cycle routes by providing segregated off-road shared cycleway/footway connections to residential areas as well as with the existing Guild Wheel Cycle Route.  The road also requires six major structures to be constructed, including two muti-span viaducts over the Lancaster Canal, Preston to Blackpool Railway and Savick Brook.

The scheme is due to commence in Q4 2019 for a period of 43 months.



What will I be doing?

Reporting to the Construction Manager the Communiity Relations Manager will be responsible for managing communications between the project and external and internal stakeholders including members of the public and the local community affected by the construction scheme, the client and any additional interested parties.

  • Identifying project stakeholders
  • Building strategic relationships with key opinion formers and stakeholders
  • Maintaining relationships with stakeholders built on trust and integrity
  • Proactive communications, face to face and in the written form
  • Complaints/ Sign off/Action Required/Briefing to required persons
  • Arrange and attend Public consultations/exhibitions/open days
  • Communication Internal & external preparation of newsletters/social media/flyers/ newsfiles/site updates/videos/photos/press releases (to be signed off by HE)
  • Reporting (KPIs/required docs)
  • Personal visits to local residents and community groups
  • Where necessary support in gaining Consents/Councils/Land negotiations
  • Facilitation of regular Stakeholder Meetings
  • Establish and facilitate regular Project Customer Committee meetings
  • Maintenance of a single Digital Roadworks Schedule
  • Promote and liaise with the Considerate Constructors Scheme monitor


About you

  • Strong communications skills (both written and verbal) along with excellent interpersonal skills.
  • Experience of a similar role is essential, as would a good knowledge of the environmental impacts from construction.
  • Strong organisational skills are necessary to manage a heavy workload.
  • Proficient IT skills, especially the use of MS Word and PowerPoint is expected. 
  • Strong persuasion and negotiation skills are vitally important to the success of the role. For both internal and external stakeholders who you will be required to establish excellent relationships for the benefit of the project.
  • Experience of managing conflict, organising events, public speaking, people management, media should be areas of experience.
  • A friendly and approachable attitude with a can do attitude.
