Job Description –

Part A: Job Specification

Job Purpose

· Coordinate overall execution of engineering across all project disciplines and provide Engineering Surveillance, Management of Change, Progress Tracking, Specification Deviations and Project Reviews for QGPMS requirements.

· Manage interfaces among Engineering, Construction, Systems Completion, Operations, other NFE Project EPC contracts, and third parties to obtain timely input and decisions.

· Ensure that work is executed in compliance with the Contract, Project Design Basis, specifications, codes, standards, and regulations.

· Support Offplot Project Manager as required for both internal and external stakeholder management and engagement, including RLTO and other Common Facility Owners, NFE Commercial Team, QG Commercial and Shipping, and RLC.

· Coordinates development of the technical sections of the EPC ITB, technical clarifications and bulletins as required, and is responsible for development of the technical evaluations of bidders.

· Coordinates the definition and finalization of interface and crossing agreements with other NFE Onshore EPC Contracts and with third parties

· Responsible for the development and implementation of the training program for young Qatari Engineers and the development programs for Qatari Engineers in the National Development program.


Key Job Accountabilities

1.

Job Purpose:

· Coordinate overall execution of EPC engineering across all project disciplines and provide Engineering Surveillance, Management of Change, Progress Tracking, Specification Deviations and Project Reviews for QGPMS requirements.

· Manage interfaces among Engineering, Construction, Systems Completion, Operations, other NFE Project EPC contracts, and third parties to obtain timely input and decisions.

· Ensure that work is executed in compliance with the Contract, Project Design Basis, specifications, codes, standards, and regulations.

· Ensure engineering planning supports procurement and construction execution schedule.

· Support Offplot Project Manager as required for both internal and external stakeholder management and engagement, including RLTO and other Common Facility Owners, NFE Commercial Team, QG Commercial and Shipping, and RLC.

· Coordinate multi-discipline technical reviews such as P&IDs, 3D Model, HAZOP, SIL, System Completions and Operations.

· Monitor design, manufacturing and testing of long lead equipment items.

Key Result Areas:

· Provides visible safety leadership in office and site through active participation in the NFE Onshore Project Safety Program

· Plan and schedule work (short and long term) and ensure execution of work plan to support project schedule

· Maintain design integrity and quality requirements through the management of change and specification deviation process

· Consistently completes EPC deliverable reviews within contractual time limit and ensures high quality approved for construction engineering deliverables are provided on schedule

· Engages resources within and outside the PMT on a timely basis to resolve engineering issues

· Close action items from project reviews per the target schedule.

·

· Responsible for leading and coordinating the Continuous Improvement / Lessons Learned process. Ensures all NFE Onshore Project disciplines are contributing to this process.

· Coordinates and facilitates Internal Project Reviews and QG PMS reviews to support project schedule.

· Responsible for the stewardship and timely closeout of action items from the Issues Management Process, Internal Project Reviews (IPR’s), QG PMS activities, and other assessments, including reporting of status on a regular basis to the Project Leadership Team (PLT).

Part B: Person Specification – Minimum Requirements

Qualifications

· Bachelor of Science in any engineering discipline

· Minimum of fifteen (15) years broad experience in all project phases, i.e. engineering, procurement and construction.

· At least ten (10) years of specific involvement in the design, construction and start-up of major onshore oil and gas facilities.

· At least ten (10) years of experience supervising a team of discipline engineers on a major onshore oil and gas facility project.

· Previous experience on a major LNG Project.

Knowledge and/or Experience

· Broad, high-level knowledge of all engineering disciplines and their interaction on project

· Preferred specific experience in LNG Storage and Loading Facilities

· Worldwide experience with contractors and vendors, in particular those involved in the engineering of major onshore oil and gas facilities.

Technical and Business Skills

· Good organization and planning skills

· Good written and verbal communication skills with the ability to communicate at all levels from senior management to field labor.
