Job Description: Manage the recruitment and placement of key personnel to all areas of the oil and gas industry (upstream, midstream and downstream)

Job Purpose: 
  • To manage external existing contractors as required.
  • Supervise, support, nurture and develop staff reporting to Consultant Services Manager in London including appraisals and remuneration reviews.  Provide support and advice to those performing similar functions in other OPC locations.
  • Deliver safe, environmentally friendly and successful operations and consultants to OPCs clients.
  • Achieve all Manday targets set, delivering a profit to OPC from your own work
  • Promote, market and sell OPCs contract and permanently employed personnel to existing and new clients primarily in the UK, Europe, the Middle East, Kazakhstan and other parts of the world as needed.
  • Negotiate and arrange the rates and contracts for both the client and the OPC consultants.
  • Maximise OPCs profit while maintaining a quality service to the client and consultant.
  • Promote all of OPCs services and expertise.
  • Achieve sales/profits targets as mutually agreed.
  • Responsible for hiring and firing of staff to assist in achieving financial objectives (subject to Boards approval).
Responsibilities: 
  • Advise and assist the Office Manager  in all aspects of travel arrangements for consultants and CS Staff
  • Provide sufficient information to allow for efficient preparation and approval of all invoices, timely despatch and assisting where necessary in chasing non payment. 
  • Review and Correctly approve all Consultants invoices ensuring all necessary supporting documentation is provided with the invoice to ensure the invoice is paid without delay or query.
  • Responsible for the management of CVs and the database of personnel  including keeping a record of pipeline placements and sales.
  • Responsible for hiring and firing of staff to assist in achieving financial objectives (subject to Boards approval).
  • Responsible for the input of the consultant database and keeping this updated.  Suggest improvements for database to minimise effort and maximise profit.
  • Responsible for client contact input to the client database. 
  • Client liaison (assisting in noting clients requirements) and developing client relationships
  • Fielding communications in other OPC employees absences.
  • Administering accurately the Purchase Order system relating to the Consultants work and travel plans.
  • Develop, nurture and appraise staff and consultants.
  • Prepare the annual budget for Consultants Services, revise and deliver upon it as mutually agreed with the Board.
  • Find and develop suitably qualified consultants for OPCs businesses.
  • To lead and prepare proposals , tenders and bids in relation to individual consultant placements to multi-million dollar contracts.
  • To deliver a quality service to OPCs clients in a safe, efficient and profitable manner.
  • To promote the interests of the company at all times.
Financial Responsibility:
  • P&L for Consultants Services
  • Agree optimum profitability for consultants with clients AND consultants
  • Ensure all consultant timesheets and expenses are submitted accurately an on time to allow timely invoicing for their services.
PERSON SPECIFICATION

Education: 
Degree qualified or  20+ experience with intelligence

Experience:
  • Previous placement experience of consultants that OPC provide in the upstream oil and gas business.
  • The ability to prepare a proposals in MSWORD (including formatting)
  • The ability to use MS Project or MS EXCEL (proficiency in at least one is vital, both is a bonus) to plan an estimate of the program duration at the well site.
  • Previous experience of having worked for an operator (oil/gas company), large service company, or been the link/co-coordinator between the service company and operator albeit for a contractor.
  • Competent in general computer use and an understanding of the well site operations/oil business generally.
  • Have a sound understanding of current safety and environmental practices in the oil and gas business.
Knowledge: Knowledge of the oil and gas business, business generally, and working with people.  No previous recruitment experience or knowledge is necessary, but some experience and knowledge of managing and developing diverse teams, developing client and consultant relationships, and knowledge of delivering a profit is required.
